Fix and improve EEPROM storage (#12054)

* Clean up Temperature PID
* Improve EEPROM read/write/validate
* Group `SINGLENOZZLE` saved settings
* Group planner saved settings
* Group filament change saved settings
* Group skew saved settings
* Group `FWRETRACT` saved settings
